Slack defending gifted Uruguay its way back as several chances to clear the danger were wasted. A clearance from Luiz lacked urgency, then Thiago Silva's pass to Marcelo was easily intercepted by Cavani, who scored past Cesar. Slack defending: ? lacked urgency: ?

'Slack' means loose - loose in defence means bad (not being tight - close - to your opponent). So slack defending basically means bad (lazy) defending.
Urgency = needing quick action. Lacking urgency, therefore, means not being quick n a situation that needs speed. The Uruguayan, Luiz's clearance was slow, too relaxed.
