What is the meaning of the phrases "not at the races" and "make way" in this match report?

If a team or a player is not at the races it means they have not played very well. In this case Fernandinho was substituted (made way) because he had not played well.
If a player makes way it means tat they are substituted - they make way for another player to take their place. This can also be used before a game when a player is dropped - they make way for someone else.
