What does "labour on the ball" mean in football?
90+1min: We are now in four added minutes as England continue to labour on the ball.

To labour when doing something means to have some kind of difficulty to do something - in this example to do something good with the ball. If a team labours on the ball they are not being so creative, they are not moving the ball quickly at all.
We have posted a phrase with 'labour' on our website' - labour to victory which means that the team found it difficult to win despite maybe working really hard. (See below)
