The commentator has just said that the last-16 match between Egypt and DR Congo was 'cagey' - what does this mean?

Cagey means in football that neither team is really attacking as they are both afraid of losing - they do not want to make a mistake to allow their opponents to score. If a game is described as cagey it means that not much is happening!
